What is the outcome for an out of state fellon with a bench warrant in the other
Can a runaway fellon with an out of state bench warrant turn themself in with a garranty of no jail time?

NO!!! In almost every case the judge will want to give the message that you cannot just ingnore court appearances, without paying a penalty.
