Legal Question in Criminal Law in California
If someone is on parole in california and they pay their restitution in full can their parole officer prevent them from moving out of state to be with the his wife and parents

It's not really the parole officer's call to make. Parolees are not allowed to leave their state unless the other state agrees to accept and supervise them.
The process is called the Interstate Compact, and is long and complicated.
If he really wants to move, he should talk to his parole officer now.
