parole
can a man getting out of prison who is married and who's wife visited him while in prison suddenly be told that he can't have contact with his wife because of an assault charge that was not put on him by his wife but by the state? she didn't even go to court against him

Yes. Your wife did't bring the charges against you the State of California did. Your wife was a complaining witness. I am assuming you were convicted of domestic violence. Language contained in the restraining order spells out the restrictions.
