past offenses now surfacing
can an adult (over 21) be charged with a crime that happened as a minor (teen years) and there was no reports of the incident until now?

He can if the applicable limitations period has yet to run out. If the law were otherwise then crimes committed by teenagers on the verge of adulthood could never be prosecuted.
