Would i really have to pay to have to a case cleared even though it was dismissed?

I'm not sure what you mean by cleared. If a criminal case has been dismissed, then it does not need to have what people commonly call "expungement" because it does not count as a conviction. The court record is still there. The arrest records will remain also, unless you successfully petition the court for a finding of factual innocence.
And to answer your question, private attorneys would have to be paid for that.
