Some permits are not granted if you have been convicted of any crime of violence. Legally speaking is this a crime of violence?

It depends whether you were throwing rose petals or bricks. If you were not convicted of VC 23110(a), don't get convicted. If you were convicted, and now you are applying for some type of permit, it depends on the type of permit. In some cases they will drill down into the original police report. But I doubt that VC 23110(a) will automatically be deemed a crime of violence. If your permit is denied, file a timely appeal.
