Legal Question in Criminal Law in California
If a person pleads no-contest can they have their trial re-opened if they were charged with felony vandalism and the loss was under $400. The public defender did not find out the loss amount, and instructed us to take a deal for two years and not go to trial. The victim stated that they would drop any charges but the public defender said it was too late because "charges had been filed."

you can try to change a plea but there are limited exceptions in which it is allowed. Talk to an attorney.
