if a person takes something that they believe to be garbage from a common or publicly accessible area of the property on which they work is that considered petty theft?"

I've had cases, such as a man took cardboard from behind a costco, and was charged with theft, so in my 28 years in criminal law, I can tell you that if the DA feels it's a theft of any item, and someone holds value to that item....that person could be charged with a theft offense. As a Former Deputy District Attorney, I have seen an office that is tougher and files charges that may never have been filed 10 or 20 years ago. If you are a suspect in a criminal act, DO NOT SPEAK TO THE COPS, and get a good lawyer NOW.
