Is it against the law in California to deliberately disable a cellular phone for the purpose of disallowing a person to use it to call for help in the event that they need it? i.e.: taking the sim chip out of the phone so it won't work to call for help?

It's against the law to prevent someone from reporting a crime, regardless of how it is done. Taking the chip out of the phone is just evidence of that prevention.
