Petty Theft Limit
I was accused of shoplifting in Orange County, CA. I was told that if the total value of all the items are less than $20, then it is not considered petty theft. Is this true? If it is true, then did I commit a crime if the value of the goods were less than $20?

Stealing goods or services in any amount up to $399.99 is petty theft. The fact that the alleged amount is under $20 might have some bearing on whether the DA will file charges. Then again, it might not.

Thank you for your inquiry. I would invite you to look at Penal Code section 488, which defines petty theft. There's no distinction for values under $20.00.
