if you take a plea bargin and refuse to testify against someone will that change the bargin

It depends on whether or not that is a condition of the plea bargain.

If your plea was in exchange for your testimony, but you refuse to testify, they can undo your plea and all previous charges are reinstated.
If you plead and it was NOT part of the deal, then you do not unless you are properly served a subpoena.
Talk to your lawyer - the one that was with you for your plea.
