if placed under arrest, is it legal for the arresting officers to throw away your personal belongings instead of putting them into your property, esp. if the belongings are not illegal?

I suspect you already know the answer to that question. Of course it is true that the police must take reasonable care to collect and maintain -- and later return-- an arrestee's personal property which was in the arrestee's possession at the time of the arrest.

Yes it is illegal for the police to throw away your personal belongings. They must use reasonable care in storing your belongings, also notice should be provided if they are going to dsipose of something.
