is a police officer allowed to inpound the car i was driving for a violation of vc23103 (a) if I am not the registerd owner of the vehicle nor was the registered owner in the vehicle at the time of the incident? please help..

They can impound any car regardless especially if it is not the registered owner. If it qualifies for impoundment then the driver's identity or relationship is irrelevant.
