Re: Police Records
My experience has been that police reports are not generally open to the public, when they involve criminal investigations. Accident reports are open to the public, any portion referring to criminal allegations are not so readily available. The exception to this is when a criminal complaint, with an attached criminal report is filed, it becomes a public record.

Re: Police Records
I am not sure what you mean by police records, but police reports from closed cases and criminal records are public record unless some information is redacted to protect a minor and so forth.
So generally, yes.
