Police refusal to enforce
If someone commits a crime and the police refuse to arrest, can the victim petition the DA to file charges? The police report affirms the commission of a crime.

Sure. The D.A. doesn't have to agree, but she might. The decision of the police department not to pursue the matter is not binding on the D.A. There's certainly no harm in asking.
