what is in a police report?
do all people in a car was arrested except one, does that persons name need to be in their police report.

Police reports usually list the names of witnesses and others whom the authorities might want to question later and/or whose testimony might be needed at trial. Merely being named in the report does not imply that you did anything wrong and will not be recorded or reported the way an arrest or conviction would.
