Only the District Attorney can file criminal charges. Private citizens can report crimes to the police, who may send a report to the DA, who decides whether to file charges.

I'm a little concerned about your question. Have you been accused of a crime, and now you want the person who called the police to be prosecuted?

If you are accused of a crime, even if charges haven't been filed, you should NOT talk to ANYONE about the matter, ESPECIALLY the police. Complaining about the other person isn't likely to help you, and could very likely make your situation worse.

You should only discuss this privately with a lawyer. If charges are filed against you and you can't afford to hire your own lawyer, the judge will appoint the public defender when you go to court.
