Private Property?

Are advertisement signs that are posted on utility poles and empty lots still considered ''private property ''once they have been posted out in the public ?

Darn if I know. Normally something affixed to real property becomes the property of the owner of the real property (the sign would become the property of the utility or whomever owns the pole or wall). But that's just my best guess.
