Legal Question in Criminal Law in California

Probation Violation

My husband is currently incarcerated for recieving stolen property and he was on federal probation when he recieved the charge. Now he's facing double time. Is there any way he can recieve a 3 point reduction on his offense level for acceptence of responsibility? Does gov. offer bail on Probation violation or ''cruz waiver''? Are there any other alternates rather than prison time? Can the gov. hold offenses against him that were commited as a juvenile and that were supposed to be sealed in his juvenile record? What is the offense level for this charge? His P.O is being very hard on his offense level and I'm suspecting his guidelines are not acurrate so any information world be greatly appreciated. How can I find Pro bono legal services? Thank you for your time and consideration.
