can probation modify their recommendation of sentencing to the court after they have filed it for a violation of probation on a suspended sentence after there were new findings

Sure - Probation Department can always change their recommendation in light of new findings or other reasons. Your lawyer should play an active role in making sure it happens. Keep in mind that Probation's recommendations are only advisory and the final word belongs to the sentencing judge.
