If you need an old California case "expunged" your best bet is to retain a California lawyer. Most lawyers will do it for a modest fee. Feel free to contact my office.

If by "open" you mean that no judgment has been entered yet, then you can't just close it. The case has to be resolved by plea, trial or dismissal. You will not be able to get the case dismissed merely because dealing with it is inconvenient for you.
