Legal Question in Criminal Law in California

I have a property in the mountains of San bernardino County, California. Since there are a lot of woodpecker in the area I run a machine which scares the birds away and keeps them from pecking holes in my woodframe. There is a neighbor who approached me and complained about the noise. Normally the machine runs on a 10 minute cycle interval (will make sounds for about 15 seconds and will stop for 10 minutes) the machine starts activating from sunrise to sunset. . I lowered the volume and change the positioning of the machine (facing away from his house). Does this neighbor has a valid complain with the authorities? thanks

You should leave those woodpeckers alone! The forest in those mountains is infested with a bark beetle that is damaging the pine trees. The woodpeckers are after the insects. The only reason that they would be on your house is that your structure is infested with insects.

If you live in a house that is infested with bugs, its time for you to consider remediation and extermination, not a machine that creates a nuisance to forest life and your neighbors.
