Ramifications of Dodging Jury Duty

I've co-inherited, co-own and live in a house with my brother, who to the point has some severe untreated personality problems. He has been summoned for jury duty several times but he has a ''gotta catch me to be illegal'' attitude and ignored them. The ''last chance before a fine'' summons has come in, and now he wants me to lie for him if the marshals start coming round with a subpoena for him. What actions can they take, and can this spill into my life, e.g denying him from renewing his driver's license and causing me trouble on our car insurance, etc.?

Usually the penalty for failure to appear for jury duty is a few days in jail. If your brother is as mentally unstable as you indicate, he would not qualify for a jury. The judge may go easy on him.

Do not lie for him nor assist him in denying that he received notice of jury duty. Tell any law enforcement officer that they will have to talk to him.
