Legal Question in Criminal Law in California

I received an appointment for court change for a later date. The reason for the change is the DA has not filed on me yet and that further investigation is needed. Do I have any legal rights

Good for you, the DA is not sure he or she has a case against you, I urge you to hire an attorney to contact the DA to view the police report, discuss the facts with the DA before the DA makes up his or her mind.

I don't know what an "appointment for court change" means. If they haven't filed a misdemeanor complaint within 45 days of the date you signed a promise to appear, they must either serve you with (hand you) a new citation, or arrest you. (PC 853.6). Sending you a letter does not obligate you to appear in court.
