i need to know if i can access california's criminal index
to get a criminal history on someone who used to live in california. is this free public knowledge? can this be done over the computer?

Criminal records are presently not available. They are in many cases truly garbage in garbage out. The name may be the same but the ages differ so much on the reports that you soon find out that the records of two or more person are reported as one individual. So they have to be looked at carefully. There are however, many sources of information concerning an individual, credit reports, etc. And the police in your state can access the information you want. Except for some Federal registery the various states do not cross-reference individuals. Someone may leave a prison in another state, and his California record will not show that.
