Can a registered marijuana patient in california accept donations for excess medicine (marijuana) from another registered marijuana patient in california?

There is no such thing as "accepting donations" in exchange for something else. What you describe is a sale. Calling it a donation does not make it one. And no, medical marijuana users cannot legally sell marijuana to anyone else, even other authorized users.
