do i have the right to ask that i be represented by one attorney throughout my entire case rather than having a different public defender show up each time

No. The court appointed the public defenders office. They assign it to an attorney and transferred as they see fit. Having said that, you can make the request if you and your public defender are getting along well and they may grant your request but it's not your "right" to do that.
