The judge doesn't issue subpoenas. They are authorized by the court and enforceable for noncompliance by the court, but it is not their duty to subpoena a witness for you.

You posted this in the criminal law section - if you're facing charges and asking these types of questions, you need an attorney. If you represent yourself, you're held to the same standard as an attorney when it comes to knowing the rules of procedure, evidence, etc.
