Beginning with arraignment through sentencing there are procedures for requesting a mental evaluation for a client that a lawyer can do.

There is no procedure for requesting a medical evaluation because the jail is charged with providing health care. If the jail does not provide medical treatment there is motion called a habeas corpus motion. That motion is kind of catch all for asking the court to listen to a complaint.
