request for single sentence between two counties

"SUBJECT" is currently detained at lerdo correctional facility where he has accpeted a 1 yr. sentence for a case involving auto theft.. as a result of this arrest (his second) "SUBJECT" was unable to appear in court for another identical case in Los Angeles COunty. How can he request both Kern COunty and Los Angeles COunty to combine the cases and give him one sentence. There is a form (i forgot the number) that requests this process? Can you help me and tell me where i can find this form. It's "13-" something. In short he wants LA and Kern County to sentence him now so he can begin serving the entire term .`

He should send a letter (or a form available to him in the jail) to the Los Angeles District Attorney's office and demand a speedy trial in his pending matter. It's called a 1381 demand. LA County will then decide if they want to prosecute him and they'll have 90 days (I believe) to bring him to LA to institute their charges against him. Or they can just dismiss their charges. It's their choice.
