Why would I be requested to be booked prior to an arraignment that I just became aware of the criminal charges filed against me on Deem.15 2014. California VC16030(A)

It is not an unusual request. But unless there is a judicial order attached to the request, it can't be enforced. At your arraignment the judge will order you to be booked and failure to do so can be enforced as contempt of court.
