can they send someone to prison if court fines and restitution dues are not paid to a collector?

No, and if a debt collector has threatened you with prison this is illegal, and I would very much like to hear more.

I am curious about your question and in what context it has arisen? If you are talking about simply failing to pay court fines and restitution fees then "they" can not send you to jail for failure to pay. If a collector told you they could or if a collector threaten you that they would put you in prison if you did not pay, you need to contact the local district attorney's office and inform them about what occurred. If you are having problems paying your fine, that can be worked out, sometimes it takes a lot talking or trying to get through to the right people but it can be worked out. However a collection agency threatening you is something you need to bring to the attention of the county using that agency or collector. Good luck.
