Can an insurance company be a victim and receive restitution? The victim received restitution for out of pocket expenses. Can Kaiser be a victim also and collect the portion they paid to another hospital be reimbursed by the defendent?

Yes, if the insurance company paid the victim for expenses related to the offense, they can subrogate to the payments due to the victim under the restitution order.
