restraining order question

My daughter is 17 years old. Can another 17-yr-old get a restraining order against her? This other girl has filed a restraining order with the judge and a temporary order is in place until our court date. Can a minor take out a restraining order on another minor?

Seems to me the plaintiff 17-year-old would be required to file a motion to have a Guardian Ad Litem appointed to sue on her behalf.
