Where and how do I go about getting a restaining order agianst a porolee who is being released? (San Berardino County) Which office do I go to?

You have provided essentially no information. You could contact the parole office and ask if the parole office will order him not to have contact with you.
If the parole office will not help by ordering him to stay away from you, a restraining order through the superior court may be available to you. You should contact an attorney and review to facts of your case with the attorney.
