Legal Question in Criminal Law in California

If the charges are petty robbery (CA) and they were dropped. If someone pleads guilty can they pick the charges back up? And if so how would you clean that mess up if you really are innocent?

1. There is no such crime as "petty robbery" in California.
2. You can't plead guilty to a charge that was dropped.
3. Cleaning up messes is how I make my living.
4. I AM innocent. My clients are the ones who are guilty.
