What are rights in regards to seized money?
An illegal arrest was made, The person had money Cash when arrested. The money was not returned. How is this recovered as well as costs of towing etc.

Simply put, you need to hire an attorney to recover the money and to deal with the criminal case, if there is any. Look over any paperwork that was given to you carefully to see if there is any indication that the state/arresting agency is planning to confiscate/forfeit the money. If you do not respond to any notice of forfeiture within 30 days you will lose any right to recover.
Alternatively, you can try to contact the arresting agency yourself.
