Roommate holding my mail for ransome.

Can my former roommate legally keep my US Postal Mail from me until I pay the balance of our household utility bills?

It seems unlikely that this person can hold your mail as he does not have any property interest in your mail. Contact the postal inspector's office. Some one working there should be able to help you.
