Does a search warrant have to have a county or state seal on it when it is signed by the jufge?

No, in fact it can be a virtual signature. It should be filed with the court within ten days of the search. At that point it gets stamped to show that it was filed.

We don't use seals on documents in California anymore, whether it is a warrant or any other type of court order.

Penal Code section 1529 contains the general format of a search warrant. (http://law.onecle.com/california/penal/1529.html)

Mr. Shapiro is a little confused with his 10 day rule. A search warrant must be executed and returned within 10 days of the date it is issued. (See Pen. Code, sect. 1534, subd. (a).)
