section 487.1 penal code, do I have to say yes , when asked if I have a criminal record?

There is no 487.1 of the Penal Code. If you were convicted of 487 (grand theft), then yes, you'll have to disclose the conviction. If you got some sort of diversion or an expungement later, then you may not have to.
I'd discuss this with the attorney that represented you on the case and/or consult face-to-face with an attorney in your area to discuss this in more detail.
