when they send a person to pirson can that person have a court date when he is in pirson and not in jail

Yes. The person can have a civil court date and not be transported to court. If there ia a hearing involving criminal charges, the court date should be continued until the person is available to appear in court. If the person in prison has a criminal offense pending, that person should contact the jail and submit a pc 1381 petition.
