sentencing guidelines
if i was sentenced and did not get the maximum term....is it true i can only get 1/3 of the term on my second offense

How could I possibly attempt an answer without knowing all the facts such as your complete criminal history and what crime you are charged with?? No, don't write.
I doubt that what you claim is true. Usually a repeat offender gets a more severe sentence. The judge assumes he or she will have to hit you with the legal equivalent of a 2 x 4 upside the head, because you didn't get the message the first time.
