sexoffender failure to notify california he was leaving. now registered in another state. if h move back to california, can he be arrested?

One is required to register with the last local law enforcement agency when he or she leaves the state and moves to another jurisdiction. However, the matter could be shelved by a Prosecutor if the person can prove they registered in the new jurisdiction within 5 days.
