Shoplifting
My daughter (15) was caught shoplifting with a friend. I was called to the store by the police. A police report was filed and we were told she will now have a record. All items were recovered by the time by the store. Yet I was told I will also have to pay the entire value of the items even though the the store has them. I do not understand why.

The money goes to fund the store's security program, so honest people don't have to pay higher prices.

You should not pay based upon the value of the recovered items, which is not to say the court is not free to impose a fine based upon some other standard.
Juvenile records can be sealed when the minor turns 18.
