my sister went out for a ride with a male friend of hers, they were pulled over by the cops because the car is apparently stolen, my sister is now being charged with pc466M and pc496(A)F; she is 20 years old with no previous record?

You haven't really asked a question, but I assume you either want to know what to do next or what's going to happen to her.

What to do next? Get her an attorney. If she had no knowledge the car was stolen, she can potentially beat the 496 (possession of stolen property) charge. The 466 is possession of burglary tools - that depends on what the item was, where it was located, what statements anyone made, etc.

What's going to happen to her? That's a different story. With no prior record, that will help, but she's still being charged with a felony. Her sentence will depend on whether or not she's convicted and of what, the judge, the DA, the facts of the case and to some extent, her attorney and what deal they can work out. Don't assume she'll get convicted. Her first thoughts should be about trying to avoid a conviction.

For that, she'll need a good attorney. She should NOT discuss the facts with anyone except an attorney in a confidential meeting, since anything she says can only be used against her.
