If you sold a vehicle, and have not provided pink slip till paid off, can you report vehicle stolen? It has been over 2 years.

No, because it is not stolen. This is an action in civil court for the balance of the payment or return of the property. Be careful having the police do your work for you. They can turn around and charge you with filing a false police report.
