Legal Question in Criminal Law in California
Someones elses credit report shows my fathers address on it but this person has never resided at these addreses. Is there any legal action that my father can take against this person?

This is a civil question, not a criminal question but I cannot see suing the person because who knows how the credit company got the address.

To take legal action you normally have suffered a damage. I think it would be hard to prove any damages. My next question is how do you know it was on someone else's credit report ...you may not want to disclose that fact too loud ...
