Legal Question in Criminal Law in California

My son got arrested for attempted burglary and is now in Southwest detention center in Riverside Ca. When the officers discovered he has outstanding warrants in Washington State they called up there and requested Washington State put a hold on him. Washington told them they do not want to extadite him and did not want to put a hold on him. Evidently they were talked into it anyway. Now we are unable to post bail until that hold is lifted. My question is, is there anything we can do to change that? Is what they are doing legal?
