Legal Question in Criminal Law in California

My son was arrested 4 months ago and is being charged with attempted murder in which he did not commit.The man who was shot 9 times in the leg survived and said the shooter had fired the shots from inside his car but was unable to identify him. However there was a witness that says it was my son and his car. After the Sacramento P.D and all the detectives conducted their raid, the 9mm gun, Air Walk tennis shoes, black Dickies pants, and a chain wallet that belonged to the shooter was not found in our home. As well as them confiscating his car to check for gun powder was never found and returned back to us.On what legal grounds are they able to hold my son in custody with a million dollar bail? It was no bail at first and now they set it at a million and continue to postpone his court dates,

That bail is not unreasonable considering the fact that he is accused of attempted murder. Is there any particular reason why your son has been in jail for four (4) months and he does not have a lawyer?
