Legal Question in Criminal Law in California

My son received a two year sentence to prison with a ten year gun enhancement. He plead guilty to robbery with a gun. He never used the gun. Shouldn't that have been a 1, 3, or 5 year gun enhancement? He lives in California and was arrested/charged/sentenced in Sacramento County.

Without knowing the specific charges against him and the specific allegations ... and without knowing any details of the case, including whether it was alleged to be a gang case or under what theory they imposed the 12033.53 allegation....
